REGULATIONS FOR SUBMISSION AND PARTICIPATION OF FILMS
25th Edition of EuropaCinema 2008
April 15th - 19th, 2008THE FESTIVAL

1. Aims
The 25th edition of EuropaCinema - European Film Festival - will take place from April 15th to April 19th 2008, at the Congress Centre and in the cinema halls of the city of Viareggio, Tuscany. The main aim of the festival, founded in Rimini by Felice Laudadio in 1984 with the support of Federico Fellini, is to promote the cinematic productive and creative world of each European country. The President of EuropaCinema festival will be Luciana Castellina, former president of the Culture and Education Committee of the European Parliament.
Since 2007, EuropaCinema has changed its formula: from now on, each festival edition will be entirely dedicated to a single European country. Germany will play the lead role in the upcoming 2008 EuropaCinema edition which will also celebrate the festival’s 25th anniversary.
2. Sections
As part of the official program the festival includes the following sections:

• EuropaCinema. Meetings

2.1 EuropaCinema. Premieres
Dedicated to 10 German long feature films, never released in Italy and produced between 2007 and 2008. All German long feature films should possibly be European or world premieres or should have been presented in other international festivals of high relief - Italian festivals are excluded.

2.2 EuropaCinema. Tributes
A retrospective section will be hosted within EuropaCinema 2008. 10-12 films belonging to the
“historical” German Cinema will be scheduled within the festival program. Special attention will be given to the most representative films grown out of
the Oberhausen Manifesto (1962) which very much contributed to the establishment of an new German cinematography and to the renaissance of the “New German Cinema”. Some of the authors of the films presented within the retrospective will hold the “Cinema Lessons” (see next point).

2.3 EuropaCinema. Cinema Lessons.
Some important personalities of the German Cinema will alternate to hold the Cinema Lessons, which will represent a daily appointment at the Congress Centre of Viareggio. Each cinema Lesson will be preceded by the screening of one of the films belonging to the retrospective and realized by the author who will hold the Lesson.

2.4 EuropaCinema. Meetings
The festival will host a meeting in Viareggio at the presence of the main German and Italian Cinema representatives. This meeting will be focused on the new European tendencies, with particular reference to the German and the Italian creative and productive cinematic panorama.

2.5 Viareggio in Rome
Immediately after the presentation of the films in Viareggio, the EuropaCinema festival will be repeated in Rome at the Casa del Cinema, from April 21th to April 25th, 2008.
3. Selection Committee
The selection Committee, led by Felice Laudadio, will select the films of all festival’s sections. The scheduling and the timetable of all screenings will be at the entire discretion of the festival management and will be fixed according to the general organizational needs of the festival.
4. Jury
Selected long feature films and short films will be evaluated by an audience jury which will assign the EuropaCinema Award to the best long feature film in competition. The audience jury may also draw attention to other good works of particular note and will have the power to assign a special mention.
ORGANIZATION PROCEDURES AND TECHNICAL INFORMATION

5. Original version
Selected films belonging to the above mentioned festival sections (see point 2) will be presented in original version, preferably with English subtitles. As an exception, some of the films belonging to the retrospective section could be presented in their version dubbed in Italian. A dialogue list in the original version (with time-code) must be sent to the festival organizers in order to allow them to provide all selected films with electronic Italian subtitles. The festival will bear all expenses related to the electronic subtitling into Italian of the selected films.
6. Dispatch and format of the screening copies
During the pre-selection phase, the festival will admit only DVD or VHS copies of the submitted films. VHS and DVDs must be sent - at the sender’s expenses - no later than March 10th, 2008 (the postmarks applied by the receiving post office will give/be considered proof of the date of mailing) to the following official mailing address of the festival:

The VHS and DVDs will be returned only if requested, at the applicant’s expenses. All costs occurred for the dispatch of the materials are at the expenses of the
participants. For custom purposes international shipments must be marked as follows:

“FOR CULTURAL USE ONLY - NO COMMERCIAL VALUE”

Shipment that cannot be cleared without fees will be rejected. Tapes and DVDs sent to the above address must involve no expenses for the recipients.


7. Pre-selection
Each applicant will have to send:
- A completed and duly signed PRE-SELECTION ENTRY-FORM, filled out in capital letters, which can be also downloaded from the official website of the festival www.europacinema.it
- a VHS or a DVD copy of the submitted film, that has to be labelled with the original title of the film, director’s name, film run, format, subtitling (if any). The festival will not admit films sent in 35mm - or in formats other than DVD and VHS - during the pre-selection phase.
8. Selection
The presenters of the selected films will receive an official invitation letter and a SELECTED FILM ENTRY-FORM, that will have to be filled out in any part and will
have to be returned before the deadline established by the festival direction. Signing the official SELECTED FILM ENTRY-FORM implies unconditional acceptance of the screenings’ schedule of the films at both EuropaCinema Film Festival in Viareggio and Viareggio in Rome event, which will take place at the Casa del Cinema in Rome - from April 21th to April 25th, 2008 and also implies unconditional acceptance of the present festival regulation in all its parts.
9. Catalogue
In order to compile the official festival catalogue, the festival must receive the following material for each selected film:
- two film stills (high resolution: at least 300 dpi, pictures dimensions: 15 x 10 cm)
- director’s picture (high resolution: at least 300 dpi, pictures dimensions: 15 x 10 cm)
- director’s biography (max 500 typings) and director’s filmography (please, only specify the exact original title and the year of production of each film belonging to the filmography).
- A brief synopsis (max 600 typings)

The above listed catalogue materials should be sent:
- preferably by e-mail at the Catalogue’s responsible Adele Dorothy Ciampa: adeledorothy@tiscali.it, Object: “Catalogue EuropaCinema 2008″;
- or by ordinary mail at the festival official address (see point 6).
10. Subtitling operations
The dialogue list (with time-code) of the selected films must be sent to both the following email addresses:

11. Press and promotion material

11.1 The owners of the films which will take part to the festival must send separately an adequate amount of press-kits and stills to be made available to the festival press office so to allow the delivery of these materials to the press and to the distribution companies accredited at EuropaCinema 2008.

11.2 The festival is qualified to use excerpts from the selected films, with a maximum duration of 3′, for national and international TV promotional purposes. The excerpts will have to be provided by the Distributors/Production Companies (or by the right holder of the selected film) that will automatically authorize the above mentioned use.

11.3 For the promotion of the whole selection of films and of each single selected film the festival is allowed to publish any photo or digital film clip (less than 3′ duration) on its official website: www.europacinema.it.

Press and promotional materials (posters, brochures, flyers, clips, promotional cards, etc.) regarding the selected films, must be sent by email (festfilm@tin.it) or by ordinary mail (see point 6 for the festival official mailing address) to the festival organizers. The email object or the envelope must read: “Press and Promotion Material - EuropaCinema 2008″

For custom purposes international shipments must be marked as

“FOR CULTURAL USE ONLY - NO COMMERCIAL VALUE”

Shipment that cannot be cleared without fees will be rejected. Press and promotion materials sent to the official address of the festival must involve no expenses for the recipients.


12. Prints insurance
The festival’s insurance will cover the screening copies of the selected films against all risks for the entire festival period - from the arrival of the prints to Rome until the departure of the prints back to the print source address. If any selected print should be damaged during the festival’s period, the festival insurance will only reimburse the material costs of the damaged print or reel on basis of standard laboratory prices and will take into consideration the standard values of the prints. The selected films will not be copied or presented outside the official festival venues in Viareggio and in Rome.
13. Shipment information
The screening prints of the selected films must be sent exclusively in the following formats:
- 35mm for both long feature films and short films
- BETACAM SP (only for short films)

14. Shipping costs

Shipping charges of the selected copies, to and from the country of production, will be paid by the festival or will be covered by German Films. For the prints arriving from or returning to other festivals, EuropaCinema will carry the charges for one-way only (to or from) the festival of origin or of destination. All other shipping charges will be on the other festivals. There will be no exceptions to this rule.

Presenters of any of the selected films will, therefore, be asked to make all necessary agreements with other festival’s responsibles in order to plan the print traffic in the above stated way.

 

15. Conditions

Entry and participation of films implies unconditional acceptance of the articles contained in the festival regulation (in its Italian version). Any controversy not solvable by the above rules and regulations will be submitted to the Festival Director who will make the final decision.
